(1) Whenever the owner of a hackney carriage changes his residence, or the place where such carriage is kept, he shall within one week from the date of such change forward his licence and give to the registering authority a notice in writing signed by him specifying the new residence or place. (2) Every such owner who neglects to forward his licence or give such notice shall be liable to a fine not exceeding twenty rupees.
