Acts not to be invalidated by irregularity, vacancy etc- No act done or proceedings taken by the authority shall be invalidated merely on the following reasons- (a) any vacancy or any defect in the constitution of the authority; or (b) any defect or irregularity, in the appointment of a person action as a member of the authority.
