If any difficulty arises in have been effect the provisions of this Act, the Government may, by order, requires, do any-thing not inconsistent with the provisions, of this Act, which appears to them to be necessary for the purpose of removing the difficulty. Provided that no such order shall be made after the expiry of two years from the commencement of this Act.
