Every question which the Board is required to take into consideration shall be considered at a meeting of the Board and the question shall be disposed of in accordance with the decision of the majority: Provided that in the case of equality of votes, the Chairman shall have a second or casting vote. Explanation.- For the purpose of this paragraph, Chairman shall include the member elected under paragraph 5 (iii) to preside over a meeting.
