(i) The Board may with the previous approval of the Government, appoint a Fishermen's Welfare Commissioner who shall be the Chief Executive Officer of the Board on such terms and conditions as the Government may deem fit. (ii) It shall be the duty of the Commissioner to ensure that the provisions of the Act and the Scheme framed thereunder are duly carried out and for this purpose he shall have the power to issue such orders not inconsistent with the provisions of the Act and this Scheme, as he deems fit, including any order implementing the decisions taken by the Board under the Act or this Scheme.
