Bar of jurisdiction of Civil Courts.- No Civil Court shall have jurisdiction to settle or decide or deal with any issue or matter which is by or under this Act or the Scheme required to be settled, decided or dealt with or to be determined by the Government or the Board or any other officer authorised by the Government or the Chief Executive Officer or any other officer authorised by the Board.
