tower to make rules.-(1) The Government may make rules for the purpose of carrying into etlect the provisions of this Act. (2) In particular, and without pre1udice to the generality of the foregoing power, such rules may provide for- (a) the establishment and maintenance of S(>hools; (b) the giving of grants and aid to private schools; (c) the grant of recognition to flrivate schools ; l < J I i I ! D I ' (d) the levy and collection of fees in aided schools; (e) regulating the rates of fees in recognised schools; (f) the manner in which accounts, registers and records shall be maintained in schools, and the authority responsi- ble for such maiatenance; (g) the submission of returns, statements, reports and accounts by managers of schools ; (h) the inspection of schools and this officers by whom inspection shall be made; (i) the mode of keeping and the auditing of accounts of schools; (j) the mode of ascertaining the nlue of the schools for payment of compensation in cases of taking over or acquisition; (k) the standardlii of edupation and courses of study; (I) the working of Local Educational Authorities; and (m) all matters expressly required or allowed by this Act to be prescribed.
