Section 22

Access between ship and another vessel

(1) When a ship is alongside another ship and dock workers have to pass from one to the other, adequate and safe means of access shall be provided for their use, unless the conditions are such that it is possible to pass from one to the other without undue risk and without the aid of any special appliance. (2) If the other ship is sailing barge, flat, keel, lighter or other similar vessel of relatively low free board, the means of access shall be provided by the ship, which has the higher free board.
