In the Madras Irrigation (Levy of Betterment Contribution) Act, 1955 (Madras Act 3 of 1955) after section 12, the following section shall be inserted, namely:- "12A. Exercise of the powers of Government by the Village Panchayat or the Municipality and its employees.- The powers conferred on the Government under this Act except the power under section 13 shall, subject to such conditions and restrictions as may be prescribed, be exercised by the Village Panchayat or Municipality, as the case may be, constituted under the Kerala Panchayat Raj Act, 1994 (13 of 1994) and the Kerala Municipality Act, 1994 (20 of 1994) respectively or such other authority or officer as it may authorise, in respect of irrigation works other than major projects.".
