Limitation.— In computing the period of limitation for a suit for recovery of a debt or an application for the execution of a decree in respect of a debt or an appeal, revision petition or application for review against any decree or order in any such suit or application, the time during which the institution of the suit or the making of the application or the presentation of the appeal or petition was barred under section 3 shall be excluded.
