Proprietor to be given opportumty to be heard and to adduce eVtdmce.-(1) Before reportmg to the court under section 11 that a pro- prietor ought to be declared. to b~ disquahlied un.der clause (c) of section 8, the Collector shall giVe not1cc to such p10pnetor and afford him a reasonable opp:lrtunity to be heard anti to adduce evidence.
