(1) The Government shall, in constitution with the Board appoint an officer not below the rank of a Joint Registrar to be the Secretary of the Board who shall be the Chief Executive Officer and Treasurer of the Board. (2) The Secretary shall, with the approval of the Chairman issue notices to convene the meetings of the Board and keep the record of minutes thereof and shall take necessary steps for carrying out the decisions of the Board. (3) The Secretary shall be responsible for the day to day administration of the Board and shall also carry out such of the functions as may be delegated to him by the Board. (4) All suits and legal proceedings on behalf of or against the Board shall be in the name of the Secretary.
