(1) A person shall be disqualified for continuing as a member, if,- (a) he is declared to be of unsound mind by a competent court; or (b) he is an undischarged insolvent, or (c) he has been convicted by a criminal court for any offence involving moral turpitude; (2) If any question arises whether any person is disqualified or not under sub-paragraph (1), it shall be referred to the Government whose decision shall be final.
