Not less than 15 days notice containing the date, time and the place of the meeting together with a list of business to be transacted at the meeting, shall be given by registered post or by special messenger to each member: Provided that a notice of less than 15 days shall be deemed sufficient when the meeting called by the Chairman is for considering any matter which, in his opinion, is urgent.
