(1) The Government may, either suo motu at any time or on application made within such period as may be prescribed by rules by any person interested, call for and examine the records of any decision or order passed or proceeding taken under this Act by any Authority or officer subordinate to it for the purpose of satisfying themselves as to the legality n or propriety or regularity of such decision or order or proceeding and if, in any case, it appears to them that any such decision, order or proceeding should be modified, annulled, reversed or remitted for reconsideration, it may pass an order accordingly: Provided that no order adversely affecting any person shall be passed under this sub-section unless such person has been given an opportunity of making a representation. (2) The Government may stay the execution of any such decision, order or proceeding pending the exercise of their powers under sub-section (1).
