No civil court shall have jurisdiction to settle, decide or deal with any question or to determine any matter which is by or under this Act or the scheme required to be settled, decided or dealt with or to be determined [by the Government or any officers authorised by the Government] or the Board or the Director of Coir Development or any officer authorised by the Director of Coir Development or the Chief Executive Officer or any officer authorised by the Board.
