(a) (b) (c) (d) (e) (2) (3) 30 Subject tothe provisions of this Act, the constitution, powers and functions of the planning Committee shall be prescribed by the Statutes. Finance Committee.-(1) There shall be a Finance Committee with a person deputed by the Syndicate as Chairman to advise the Universtiy on any question afffecting its finances. Subject to the provisions of this Act, the constitution, powers and functions of the Finance Committee and its procedures, including the delegation of its powers, shall be prescribed by the Statutes. Staff Council.-(1) The Staff Council shall consist of the following members, namely; The Pro-Vice-Chancellor, who shall be the Chairman of the Staff Council; Two members elected by the teachers ofthe University Departments and Recognised Institutions, from among themselves; Two members elected by the non-teaching staff of the University, from among themselves. Two members elected by the members of the Senate from among temselves; Two members elected by the members of the Syndicate, from among themselves. The Staff Council shall be reconstituted every two years. The Staff Council shall have the power, subject to the provisions of this Act and with the previous approval of the Syndicate, make rules regarding the procedure and conduct of its business. 31 (4) The Staff Council may subject to the provision of this Act, the Statutes, Ordinances and Regulations, discuss the general or individual grievances, if any, of the employees of the University and submit ‘its suggestions thereon for the consideration of the Syndicate.
