(1) The discharge or shipment of coal, in bulk or otherwise from and into ships at the wharf berths, may be effected only with the written permission of the Traffic Manager who may refuse such permission in case where he considers that any loss or damage to property is likely to arise from coal, dust or otherwise caused by such discharge or shipment. (2) Permission accorded to discharge or ship coal, in bulk or otherwise on and from shore, shall be subjected to the importer or shipper or other accredited agent agreeing to reimburse the entire cost of clearing the wharf of the residue.
