Utilisation of the fund. - ( I) The fund shall not, except with the previous sanc- tion of Government, be expended for any purpose other than those mentioned in the - scheme. (2) The fund shall be operated by the Chief Executive of th; Board, provided that the limits of withdrawal and expenditure shall be decided by the Board from time to time, subject to approval of the Government.
