Proceedings of the University and bodies not_to be invalidated by vacancies : No act or proceeding of the Senate, the Syndicate the Academic Council or any other body constituted under this Act or the Statutes or the Ordinances shall be deemed to be invalid merely by reason of any vacancy in the body doing or passing it, at the time any such act or proceeding is done or passed.
