Appeal.—(1) Any person aggrieved by the refusal of the Authority in granting or renewing the registration certificate or by the cancellation or temporary suspension of the registration certificate as per this Act, may, within thirty days from the date of receipt of written notice in this behalf, file an appeal before the Appellate Authority. The Secretary, Animal Husbandry Department of the State shall be the Appellate Authority under this Act: Provided that if the Appellate Authority is satisfied that there is sufficient reason for the appellant for not filing the appeal in time, the delay for a period of thirty days from the period mentioned in sub-section (1) may be condoned. (2) The Appellate Authority shall, after affording the appellant a reasonable opportunity of being heard and within a maximum period of three months from the date of receipt of the appeal, take a decision on the appeal.
