Government to assist debtor in repayment of debt.─The Government may, subject to such rules as may be made in this behalf, pay to a debtor, by way of grant, the amount of the debt due from him to the creditor and the interest, if any, thereon as determined under section 5, for the purpose of repayment to the creditor.
