(1) Subject to the provisions of this scheme, the fund shall not except with the previous permission of the Government be expended for any purpose other than for the payment of benefits contemplated in this scheme and for the administration. (2) The fund shall be operated by the Chief Executive Officer or any Other Officer authorised by him.
