(1) The Government may, after consultation with Board, give to the Board general instruction to be followed by the Board, and such instructions may include directions relating to the recruitment, conditions of service and training of its employees and the wages to be paid to the employees (2) In exercise of its powers and performance of its duties under this Act or the Scheme, the Board shall not depart from any general instruction issued under sub-section (1), except with the previous permission of the Government.
