(1) The Comptroller shall be a wholetime officer of the university and shall be appointed by the Government on such terms and conditions as they way think fit. (2) The Comptroller shall manage the funds and investments of the University and shall advice in regard to its financial policy. (3) The Comptroller shall be responsible to the Vice-Chancellor in the preparation of the budget and statement of accounts of the University. (4) The Comptroller shall be responsible to the Vice-Chancellor for ensuring that no expenditure not authorised in the budget is incurred by the university and shall disallow any expenditure which may contravene the terms of any Statute or Ordinance or for which provision is required to be, but not, made by the Statutes or the Ordinances. (5) The Comptroller shall be responsible for revisions of the budget when such revision is required in the interests of expediting new programmes or for any other reason and for expediting the approval of the budget.
