(1) The General Council shall meet at least once in four months on dates to be fixed by the Vice-Chancellor and one of such meetings shall be called the annual meeting. (2) One-fifth of the total number of members of the General Council shall be the quorum for a meeting of the Council. Provided that such quorum shall not be required for a convocation of the University or a meeting of the General Council held for the purpose of conferring degrees, titles or other distinctions. (3) The Vice-Chancellor may, whenever he thinks fit, and shall upon a requisition in writing signed by not less than one-fourth of the total number of members of the General Council, convene a special meeting of the Council. (4) When a special meeting is convened on requisition, no subject other than that shown in the requisition shall be considered at the meeting
