Regulations.- (1) The Executive Council may make Regulations consistent with the provisions of this Act, the Statutes and the Ordinances for all or any of the other matters which by this Act and the Statutes and Ordinances are to be provided for by regulations and also for any other matter solely concerning such Executive Council. (2) Regulations shall be consistent with the Act and the Statutes and shall relate to,- (a) laying down the procedure to be observed at the meetings and the number of members required to form the quorum. (b) providing for the matters which by this Act or the Statutes have to be provided by Regulations. (c) providing for any other matter solely concerning such authorities and not provided for by this Act and the Statutes.
