Penalty for breach of the provisions of the Act.- Whoever contravenes any provisions of this Act or of any rule or regulation or scheme made or scheme sanctioned thereunder, 1[or fails to comply with any order or direction lawfully given to him or any requisition lawfully made upon him under any of the said provisions]1 shall, if no other penalty is provided for such contravention, be punishable,-
