Power to remove difficulties.- (1) If any difficulty arises in giving effect to the provisions of this Act or the rules, regulations, scheme or orders made hereunder, the Government may by an order published in the Official Gazette, make such provision, not inconsistent with the provisions of this Act, as appears to it to be necessary or expedient for removing the difficulty. (2) All orders made under sub-section (1) shall, as soon as may be after they are made, be laid before both house of the State Legislature and shall be subject to such modification by way of amendments or repeal as the Legislature may make either in the same session or in the next session.
