Bar of jurisdiction.- Whenever any instrument, implement, machinery, device, tool, boat, vehicle or any other-property is seized under section 14, the Authorized officer under section 15 and 16 or the Chief Executive Officer under section 18 or the Sessions Judge hearing appeal under section 19 shall have powers to exercise in accordance with the Code of Criminal Procedure, 1973 (Central Act 2 of 1974) or in any other law for the time being in force, any other officer, Court, Tribunal or Authority shall not have jurisdiction to make any order with regard to the custody, possession, delivery, disposal or distribution of such property.
