Punishment for wrongful seizure.- Any officer, who vaxatiously and unnecessarily seizes any property on the pretence of seizing property liable to forfeiture under this Act shall be punished with such penalty as prescribed in the relevant disciplinary rules and with fine which may extend to five thousand rupees.
