Term of the Council.- The term of the Council shall be for a period of five years. The Government shall re-constitute the Council once in every five years: Provided that in the event of delay in the constitution of the new Council, the existing Council may continue for a period of six months from the date of expiry of the term or till the reconstitution of new council whichever is earlier.
