Penalties.- If, any competent authority or any officer or Authority makes an order of posting or appointment or transfer in contravention of the provisions of this Act or the rules made thereunder , such competent authority or officer or Authority as the case may be, shall be liable for disciplinary action under the disciplinary rules applicable to civil servants.
