Power to make rules.- (1) The State Government may by notification in the official Gazette make such rules as may be necessary for carrying out the purposes of this Act. 1[(1A) Without prejudice to the generality of the provision of sub-section (1), the State Government may fix such fees and fines for the following, namely:-
