Court competent to try offences under this Act and cognizance of offences.- (1) No court other than the court of Magistrate of the First Class shall take cognizance of any offence under this Act. (2) No court shall take cognizance of 1[an offence other than a cognizable offence]1 under this Act except on a complaint in writing of an officer empowered by the Government in this behalf.
