Special powers of the Chairman.- The Chairman shall have special powers to act on his own and direct measures for effective realization of the object in cases of urgency where there is no sufficient time to convene a meeting of the Board, the Chairman shall take action and place the subject before the Board at its immediate next meeting and seek ratification.
