Recommendation by the Nodal Agencies and the Nodal Department.-The schemes that fulfill the norms laid down in the Act shall be recommended by the Nodal Agency for inclusion in the 1[allocable budget]1 proposals of the departments and aggregated for placing before the State Council for Development of the Scheduled Castes and Scheduled Tribes for consideration and approval as pre-budget process.
