Cognizance of offences.- No prosecution for an offence under this Act shall be instituted except by, or with the sanction of the State Government. 1[6A. Penalty for abettors.- Whoever abets any offence punishable under this Act, shall be punished with the penalty provided for in this Act for such offence.
