Power of Chairman to take certain decisions.- Where the Chairman is of the opinion that a matter is so urgent that it cannot wait or that a matter is so frivolous, not necessitating convening of a meeting of the Authority, under section 14 or for decision of the Authority by circulation under section 16, he may pass 9 such orders as he may deem fit and it shall be implemented in the same manner as the decisions of the Authority: Provided that every decision so taken by the Chairman under this section shall be placed before the Authority at its next meeting.
