Cognizance of offences.- (1) No court shall take cognizance of an offence punishable under this Act or any rules made thereunder except upon complaint in writing made by a person authorized in this behalf by the Licensing Authority. (2) No court other than the Court of Judicial Magistrate first class shall try any offence punishable under this Act.
