Decision of questions.- All questions arising for decision by the Commission shall be decided either at a meeting of the Members of the Commission or by circulation among the Members of the Commission: Provided that if any Member desires that any question should be decided at a meeting, such question shall be considered and decided at a meeting of the Commission: Provided further that it shall not be necessary to circulate the papers relating to any question to a Member who is on leave other than casual leave.
