Savings of validity of acts and proceedings.- No act done, or proceedings taken under this Act shall be questioned merely on the ground,- (a) of any vacancy or defect in the constitution of any Authority or any committee thereof; or (b) of any defect or irregularity in such act or proceedings not affecting the merits of the case.
