Licence for tapping for neera.—Subject to the control of the State Government, the Deputy Commissioner or any officer empowered by him, may grant,- (a) licences for tapping of, or drawing juice from, any palm tree for the purpose of sale or consumption as sweet toddy or neera or for the manufacture of jaggery or any other article which is not an intoxicant; or (b) permits for the possession, transport or sale of such sweet toddy or neera.
