Powers under this Chapter to be exercised by Superintendent subject to the control of District Magistrate and by Commissioner and District Magistrate subject to the control of the State Government.—Every power conferred by this Chapter on a Superintendent not specially empowered by the Government to exercise that power or any officer subordinate to him shall be exercised by him subject to the orders of the District Magistrate and all rules, regulations and orders made under this Chapter shall if made by the Commissioner or the District Magistrate be governed by such rules and orders as the Government may from time to time make in this behalf and if made by the Superintendent specially empowered in that behalf, shall be subject to the provisions of section 16.
