Method of Recruitment and Conditions of Service of Officers and Staff.- (1) The Government shall provide such other officers and staff as may be necessary to the Authority. The method of recruitment and the conditions of service and other officers and staff of the Authority and the powers and duties of the Commissioner shall be such as may be prescribed by rules. (2) The Administrative expenses, salary and allowances o the officers and staff of the Authority shall be defrayed out of the fund of the Authority.
