Special Powers of the Chairperson.- The Chairperson shall have such special power to act on his own and direct measures for effective realization of the object in case of urgency where there is no sufficient time to convene a meeting of the Authority, the chairperson shall take action and place the subject before the authority at its immediate next meeting and seek ratification. The quorum shall be fifty percent or more.
