Elections to be held by distributive system of voting.- All elections under this Act shall be held according to the distributive system of voting. Explanation.- Distributive system of voting means a system of voting in which every voter shall be entitled to give as many votes as there are seats to be filled: Provided that no voter shall give more than one vote to any one candidate: Provided further that no voting paper shall be deemed to be valid unless the voter has recorded all the votes which he is entitled to give.
