Powers and functions of the Executive Council

Powers and functions of the Executive Council.- Without prejudice to clause 5, the Executive Council shall have the following powers and functions, namely:- (1) to appoint, from time to time, the 1 [Vice Chancellor] 1 the Registrar, the Librarian, Professors, Associate Professors, Assistant Professors and other members of the teaching staff, as may be necessary, on the recommendations of the selection committee constituted by regulations for the purpose: Provided that no action shall be taken by the Executive Council, except in cases covered by the second proviso, in regard to the number, qualifications and emoluments of teachers, otherwise than after consideration of the recommendations of the Academic Council: Provided further that it shall not be necessary to constitute any selection committee for making appointments,- (a) to any supernumerary post; or (b) to the post of professor of a person of high academic distinction, eminence and professional attainment invited by the Executive Council to accept the post;
