Provisions regarding expenditure.- No sum shall be expended by or on behalf of the Authority unless included in the estimate or the supplementary estimate which has been sanctioned by the Government or in the amount payable by the Authority under a decree or award of a court: Provided that, in any case of unforeseen circumstances a sum not exceeding ten thousand rupees may be expended though not so included and in such a case the Commissioner shall forthwith report to the Government the circumstances in which the expenditure was incurred and the source from which it is proposed to be met: Provided further that, any such expenditure shall be included in a supplementary estimate to be approved and sanctioned in the manner laid down in section 51.
