Crediting betterment tax collected to the funds of the Corporation in certain cases.- Where the increase in value of any land is due to the execution of a development scheme made on the recommendation of the Corporation and for which the Corporation has placed at the disposal of the Authority the necessary funds for planning and carrying out such schemes, the betterment tax collected by the Authority from the owners of such land shall be credited by the Authority to the Municipal Fund of the Corporation.
